The South Bank Partnership co-ordinates and monitors initiatives to improve the South Bank, Waterloo and Blackfriars area.
South Bank Partnership was formed in 1994. Under the joint Chairmanship of the two local MPs, Kate Hoey (Vauxhall) and Simon Hughes (North Southwark and Bermondsey), the Partnership has successfully overseen the vast improvements which have taken place on the South Bank since then. It is a cross-borough, cross-party organisation, bringing together elected representatives, statutory organisations, and major local stakeholders including business, cultural, education, health and transport undertakings. The Partnership covers the area bounded by the River, Lambeth Road, and Blackfriars Road, down to St George's Circus. The Partnership meets at least 4 times a year. It is a forum for discussion on all projects within the Partnership area and for informal agreements on strategic investment decisions and forward planning.
The Partnership’s agreed objectives are to:
- Protect and improve the local environment and infrastructure and promote good design;
- Tackle crime and improve community safety;
- Promote consultation on regeneration projects;
- Enhance the employment prospects, education and skills of local people;
- Encourage sustainable economic growth and wealth creation;
- Enhance the quality of life of local people.
Its priorities are to:
- Maintain an effective partnership of private and public sector interests in the South Bank;
- Promote, co-ordinate and monitor the transformation and regeneration of the area;
- Co-ordinate and monitor neighbourhood management;
- Secure implementation of environmental improvements;
- Promote projects and identify funding from both private and public sectors;
- Encourage community input and feedback from elected members and via the quarterly residents meeting, South Bank Forum.
The Partnership's current agenda is contained in its neighbourhood charter Under Pressure and on the Edge - London's South Bank: A Manifesto for Action which was agreed by members of the Partnership in May 2006 and has also received the endorsement of all parties in both Lambeth and Southwark.
The Executive Summary highlights the improvements required in the areas of economic growth and employment, inward investment, environment, safety and security, and transport. It also addresses a number of quality of life issues.

The Partnership has also established:
- The South Bank Visitor Management Group, a standing group to coordinate funding generated via the London Eye to deal with management issues in the area, especially those related to the pressures generated by tourism.
- A high-level Manifesto Working Group to promote and secure the implementation of the Manifesto Action Plan.
- South Bank Forum, a quarterly residents meeting, convened and chaired by the two local MPs and attended by the ward Councillors, which discusses local issues and ensures local decision-makers understand the community’s priorities.
- South Bank News, a quarterly magazine which informs local residents and employees of issues and developments in the area.
